Some otters rest with their paws over their eyes, perhaps because it is a comfortable position in which to keep their stubby arms out of the cold water.

Baby otter swimming lesson (video)
Baby otters aren't born with any innate knowledge of how to swim or handle themselves in the water. They have to be taught how to swim. Mom has to teach her babies how to be as home in the water as they are on land. And here is video of baby otter gets his first swimming lesson.
